Click Layer->New adjusment layer->Selective Color...

New layer->use Paint Bucket Tool->fill with #010142->set the layer to exclusion.
Step 5
Resize the image 50%->Resize again 60%.

File->New...(Ctrl+N)->Width: 100 Heigth:100->click "Ok"

Drag the resize image to the new->adjust the image->press "Ctrl+T". Duplicate the layer->sharpen.

Texture 1
Set it to color dodge. Adjust the position of the texture.

Set it to screen. Adjust the position of the texture.

Set it to screen. Adjust the position of the texture.
